Important Achievements of Empowerment of Persons with Disabilities Department in last three years
Hon’ble Chief Minister of Uttar Pradesh Shri Yogi Adityanath changes the name of “Handicap Welfare Development Department” to “Empowerment of Persons with Disabilities Department.”

National Award for Excellent
State by Government of India on “3rd December, 2015” on occasion of “World Handicap Day” for promoting excellence in working to PWDs in sector of empowerment.
On occasion of “World Handicap Day” on 03 December, 2014 Dr. Shakuntala Misra National Rehabilitation University, Lucknow is awarded with National Award by Government of India, for providing excellent and favourable environment.
For overall development of PWDs “State Rehabilitation Policy, 2014” is promulgated, in which PWDs are provided with regular education, physical, economical, rehabilitation and along with this provision of proper health, employment, favourable environment, conveyance, transportation related facilities, certification of handicap, social security etc. are also made.
Simplified the handicapped certification process for PWDs, which resulted in the management of issuing Legible Disabilities Certificate to the PWDs by Medical Officer of Community Health Centre and Primary Health Centre and finished the bound for PWDs, of going to the board formed under the chairmanship of Chief Medical Officer.
With the inspiration of Hon’ble Chief Minister, Artificial Limb/Helping Equipment Centre has been established in the premises of Dr. Shakuntala Misra National Handicap University, where PWDs are getting benefited with Artificial Limbs/Helping Equipment.
With the motive to cover maximum handicap people, under Handicap Pension Scheme, state government has benefited 1,43,359 PWDs with the scheme within last 3 years. Among the beneficiaries, as stated above, 21,163 PWDs are from minority community. Under Dr. Ram Manohar Lohia Samagra Gram Vikas Scheme, total 61,008 PWDs of 5,800 selected Lohia villages, are benefited with the Handicap Pension Scheme.
Under Marriage Incentive Award, 4,102 PWDs have benefited.
To provide social security and to make regular livelihood better of Destitute Mentally Slow and Mentally Sick Destitute PWDs, management of fund for providing grant to voluntarily institutions for operating of Shelter cum Training Centre is being provisioned.
For identification of Dyslexia and Attention Deficit Hyper-Activity Syndrome affected children, training program of teachers has been started.
For prevention of disability of poor PWDs in state corrective surgery is being provided. Under Surgery Grant Scheme, 1565 PWDs are benefited in last three years.
For printing of course books of 01 to 12 standard blind students in Braille, Braille Press has been established in Lucknow district.
With the motive to provide transport service to PWDs for various purposes, 40 per cent disabled certificate holder people are benefited with free bus service in Uttar Pradesh State Road Transportation Corporation. In 3 years total amount of Rs.98.33 crore has been paid to the corporation.
With the view of problems to be faced by handicap people while going to working place and returning to their resident back, who all are working in different departments of Uttar Pradesh Government, government order (GO) has been issued for understand to them, by enhancing money in previous vehicle allowance.
As per the orders of Hon’ble Chief Minister, free admission and accommodation in hostel and free service of fooding is being provided to the students, studying in Dr. Shakuntala Misra National Rehabilitation University, Lucknow.
As per the disability, visually impaired, hearing impaired and bone impaired students were taking education in different special schools, in which hostel facility and favourable environment was difficult, so keeping these problem in mind, education is being provided to these kind of students with normal students at intermediate level under one roof, with favourable environment and resident facility. Schools are to be established in Auraiya, Kannauj, Allahabad, Lucknow, Ballia and Azamgarh districts.
With the motive to empower visually impaired girls and make them capable of taking stand in society, New Government
Girls Inter College is getting established in district Saharanpur, Lakhimpur Kheeri and Mirzapur.
With the view of help Deaf-Dumb student school of intermediate level in state, decision has been taken to establish Deaf-Dumb Boys School in Lucknow and first Girls Government Deaf-Dumb Intermediate School is to be opened in Gorakhpur.
For education of mentally impaired people, MAMTA College is under construction, in Allahabad district.
With a view to provide education to visually impaired, hearing impaired and mentally disabled children of 03 to 06 year aged Day Care Centre is operated, for whose successful operation and keeping the need of disable people in mind, this year new Bachpan Day Care Centre are being established in 10 Circle districts of state.
Under the Indira Gandhi National Divyangan Pension Scheme, 1,11,097 beneficiaries were benefited in the financial year 2016-17 and the target is to benefit 1,37,682 beneficiaries in the financial year 2017-18.
