Important achievement of last 4 years by Empowerment of Persons With Disabilities Department

  • Government has allocated the huge budget amount to Empowerment of Persons with Disabilities Department in the FY 2020-21 of Rs. 1095 Cr which is an increase of 60% relatively to the budget of 2016-17 of Rs. 660 Cr.
  • Name of department was “Disable People Development Department” before the government is constituted. The word “Disable” is an indicator of inferiority. Present government removed this word and renamed the department as “Empowerment of Persons With Disabilities Department” with effect from 26 April, 2017. Accordingly, all those places where the word “Disable” was in use, guidelines have been issued to replace with the word “Persons With Disabilities” through the Government Order referred above.
  • A helpline Number 1800-180-1995 has been launched with the objective that Persons with Disabilities can easily access to the information of various schemes/programmes and welfare activities being run by the government and they may not face difficulties for disposal of their queries. The helpline number was launched by Empowerment of Persons with Disabilities Department on 12.05.2017 and resolving approx. 500 queries per month.
  • Earlier, an assistance of Rs. 300/- was in vogue as maintenance grant per Person With Disabilities, which has been increased by the existing government with effect from 06 June, 2017 to Rs. 500/- per person per month.
  • Under the Leprosy Pension Scheme number of pensioners were 4,765 at the beginning Financial Year 2016-17 of existing government, which has now increased to 11,170 at present. Thus government has identified and updated the details and benefitted 6,405 new Leprosy affected Persons With Disabilities.
  • Under the Marriage Incentive Reward Scheme, an amount of Rs. 15,000/- was in practice to be rewarded to couple either the husband is physically disable or wife, Rs. 20,000/- were in practice if both in the couple are physically disable. Existing government increased this amount to Rs. 35,000/- through a government order date 08 June, 2017. Complete process right from applying under the scheme till its final payment, is online with effect from FY 2018-19. Under this scheme total 3,327 Physically disabled couple have been benefitted by Marriage Incentive Reward right from the beginning FY 2017-18 till FY 2020-21 of existing government.
  • Earlier, free bus travelling was allowed to Persons with Disabilities in the buses of Transport Corporation within the limit of the state. PWDs were facing a lot of problems in this provision. Often they were boarded out at the end of the boundary of the state in case they don’t have the money for fare/charged with the amount/other types of disputes. Feeling this fact, existing government ordered free travelling for the PWDs to their last destination (even beyond the limits of the state) through a GO dated 24 July, 2017.
  • Earlier cash prize of only Rs. 5000/- was provided to the persons/organizations/employers on the occasion of World Disable Day for displaying excellent jobs in the field of disability. This prize was awarded in 03 (three) different categories. Existing government felt that awarding people only in 03 categories is not sufficing the need and not justifying with the people involved in this field, reason being the desired promotion is not being experienced. Likewise, the prize money i.e. Rs. 5000/- is also meagre. This existing government expanded the diversities of state level annual prize which was being given in 03 categories, 12 Categories (30 Sub Categories) created and amount of the prize enhanced from Rs. 5,000/- to Rs. 25,000/- with effect from 26 June, 2017. Under the scheme, total 84 people/organizations have been awarded in the regime of existing government for effective contribution for Empowerment of Persons With Disabilities.
  • Empowerment of Persons With Disabilities department, Uttar Pradesh has established Bachpan Day-Care centres at 18 Division Headquarters, where mentally retarded/visually impaired children falling in 03-07 years of age group are provided with primary education. At these centres Mid-Day-Meal has been started from February, 2018. Uttar Pradesh Government has approved Bachpan Day Care centres for 07 districts related with ambitious district scheme in the FY 2019-20.
  • Scheme was launched for Cochlear Implant to the children suffering from hearing disability. Under the scheme grant amount has been decided Rs. 6.00 Lakh per beneficiary per implant. From the beginning FY 2017-18 of the existing government till FY 2019-20, total 88 hearing impaired children were treated with Cochlear implant surgery. In this FY 2020-21, 84 hearing impaired children have been selected for Cochlear Implant.
  • According to the Surgery Rules, a grant of Rs. 8000/- (Rupees Eight Thousands Only) was payable per beneficiary for 21 types of surgery but existing government changed this rate to Rs. 10,000/- (Rupees Ten Thousands Only) through a GO dated 06 July, 2017 per beneficiary per year. Total 1326 Persons With Disabilities have been selected for provided with corrective surgery right from the beginning FY 2017-18 till FY 2019-20 of the existing government and total 267 Persons with Disabilities have been selected for corrective surgery in the FY 2020-21.
  • Under the Artificial Limb/Auxiliary Equipment, eligible Persons with Disabilities were provided with the Artificial Limb/Auxiliary Equipment up to the cost of Rs. 8,000/-, existing government has increased the grant limit and made it Rs. 10,000/- through a GO dated 28 February, 2019. Persons with Disabilities were earlier provided with only auxiliary equipment under the departmental scheme, but government has decided to provide Artificial limbs to the Persons with Disabilities along with auxiliary equipment, through the GO dated 05 February, 2018. From the very beginning FY of existing government 2017-18 till the FY 2020-21, total 1,76,424 Persons with Disabilities have been benefitted with Artificial Limbs and auxiliary equipment.
  • On 03 December, 2018, Government of India has awarded State Braille Press with the National prize of “Excellent Braille Press” being operated by the department for educational rehabilitation of Persons with Disabilities. With the objective of easy availability of books for the visually impaired students of the state, an imported new machine from Norway”____________” has been established in Government Braille Press in the FY 2020-21.
  • Lucknow has been awarded by Government of India on 03 December, 2018 with national award of “Excellent District” for operation of rehabilitation schemes for empowerment of Persons with Disabilities with effective manner.
  • On 03 December, 2019 Government of India has awarded the official website of Empowerment of Persons With Disabilities department in the Public sector, being equipped with all the ease for PWDs, with the national award.
  • Varanasi has been awarded by Government of India on 03 December, 2019 with national award of “Excellent District” for operation of rehabilitation schemes for empowerment of Persons with Disabilities with effective manner.
  • The state has been awarded with National Award on 03 December, 2019 by Government of India for effective execution of programmes of Ease campaign.
  • 80% or more Persons with Disabilities of the state will be able to operate Motorized Tricycle, whose family’s annual income is less than 1,80,000/- from all sources, have been provisioned with a grant of Rs. 25,000/- according to the GO “Free Motorized Tricycle Rules, 2020” released by Empowerment of Persons with Disabilities department on 22 January, 2020
  • Earlier, if any individual/organization wanted to cooperate with the Bachpan Day Care centres, Special Schools, Skill Development Centres operated by the department, there was no system to allow that individual/organization. Through an initiative, a special provision was made available under certain terms and conditions through CSR, for this purpose district/state level committees have also been constituted.
  • Awareness creation work is being done by Information and Broadcasting Department , Uttar Pradesh through hoardings on district headquarters, Nukkad Nataks at remotely located villages, through Jingle on F.M. radio channel for extensive advertisement of the programmes of the Empowerment of Persons with Disabilities Department.
  • Uttar Pradesh is the 1st state in the country where maximum provisions of Persons With Disabilities Rights Act, 2016 have been implemented a budget of Rs. 15.00 Cr. has been allocated by constituting the state fund as per arrangements made in the Act.
  • State Prayas School, Lucknow which is being operated for physically disabled boys has been provided with ISO certification 9001/2015 for managing high level education and training management to physically unable boys as well as high level management of the campus.
  • Artificial Limb and Rehabilitation Centre has been established with the objective to provide high quality artificial limbs to the Persons with Disabilities.
  • An international stadium has been constructed in Lucknow for providing sports facility to the Persons with Disabilities.
  • For better monitoring of departmental works, transparency in the construction activities and their completion in a time bound manner, a portal namely http://upcpmis.in has been developed.
  • Government had accorded approval for the construction of total Number of 12 Integrated Special Secondary Schools in districts – Auraiya, Kannauj, Prayagraj, Ghaziabad, Mirzapur, Mahrajganj, Bulandshahr, Etah, Pratapgarh, Lucknow, Azamgarh, and Ballia. Out of the above mentioned schools, Auraiya, Kannauj, Prayagraj, Lucknow and Mahrajganj have been transferred to the department.
  • Government has granted approval for the establishment of Sparsh Government School for Visually Impaired in district Bareilly, Mamta Government School for Mentally Retarded in district Bareilly, Meerut, Gorakhpur, Banda and Home-cum-training Centre for Mentally Retarded in districts Bareilly, Meerut, Gorakhpur, Banda, Lucknow, Chitrakoot. These schools/centres are under construction.
